Back to rail: first of all, there was no “rail study.” The study was part of a larger I-78 corridor study that looks at all transit options along I-78.
So, the study helped clear away some of the mythology about how the rail alignment could work, which is hugely important as a first step. It provided us with a set of realistic starting assumptions. In terms of ridership, farebox recovery, etc. the study is the first cut at these figures and provides a basis for future work.
