Rail service for valley cheaper than projected

The reason why every other advanced economy on the planet has passenger railroads connecting its cities is that those connections provide jobs and expand economic regions in ways that car travel doesn’t. It’s not just that CEOs rarely like driving four hours in a day to visit their back office locations. Ordinary people would also prefer to travel and use Wi-Fi for a couple hours to get some work done.
